How to make a disclosure

Make a disclosure to our independent whistleblowing service provider

Our whistleblowing service provider is Safecall. When you make a disclosure, you can choose how anonymous you wish to remain, including being anonymous to both the Council and Safecall. You can contact Safecall by

  • phone 0800 58 78 770
  • email
  • fill in an  on the Safecall website.

If you’re making a disclosure by phone to Safecall, you’ll be asked to provide

  • your name (though you can choose to remain anonymous)
  • job title
  • where you work
  • contact details
  • details of the concern
  • the names of any people involved.

You will also be asked if you are willing to engage with the Council to discuss your concerns in more detail.

Make a disclosure to a manager

You can make a disclosure to any manager in our organisation by

  • email
  • arranging a meeting to discuss your concerns.

They must then advise the whistleblowing team and the whistleblowing service provider that a disclosure has been received. This is to make sure that

  • there is a complete record of all disclosures made
  • we can make sure the concerns have been dealt with
  • disclosures made to managers are included in reports to committee.

Ethical Standards Commissioner

If your concern relates to the conduct or behaviour of an elected member acting in their capacity as a councillor, you can also make a report to the Ethical Standards Commissioner. If the conduct or behaviour relates to their private or personal life, you can report this

  • using one of the channels above
  • to the Police.

Please be aware that the Council’s ability to deal with matters relating to elected members is limited.
